The public sitemaps list fewer URLs than the totals above, for two deliberate reasons. First, lower-severity (Class II/III) recall pages enter the sitemap on a rolling ramp-in schedule after ingestion rather than all at once, so most published recall pages are still inside that window. Second, a small number of mock/seed rows used to test ingestion are filtered out of every sitemap by source and slug. Both gaps are expected, not a data-quality bug.
